Love the story and world building you’ve done even if that wasn’t the reason i found this. Anywho a thought has occurred water fairies are able to control the temperature of water is it possible for one to turn it to ice? Could they then manipulate it? Or would that require to much magic? Maybe a water/magic dual fairy.
Ice and steam can be done, if the fairy trained to do it.
