I believe that Lucky selected this “emperor” for optimal incompetence. Just barely enough to convince the others he should lead, but not enough to be a true threat.
Considering that Nihillium(a combo of computronium and nano machines) is somewhere around a K2.5+ technology even in its weakened state in the fairy universe, a truly intelligent emperor would have already had his scientist whip up an chemical MAD style deterrent. Heck nihillium could form aerosolized variants of chloroform and botulinium toxins from just what is in the air(C, N, O, S, H are all part of most M class atmospheres).
The Queen is very much on the right track, the right combination of ‘xenomaterials’ and nihillium would be more or less unstoppable.
Remember that Nihallaks were designed as soldiers and may have significant tunnel vision. It’s likely they were not supposed to operate without Kulthma supervision. Even between them, the leaders were not chosen for creativity. Just look at how often creativity is considered negative in human armies.
I’m not saying he’s the most competent leader Nihallaks have, but he could easily be the average one. Which is good, as I don’t think Lucky had that much choice.
Besides, they need fairies as energy source. They can’t exactly make them extinct.
