Unless fairy society is so fragile as to be on the brink of collapse, it really does smell like eugenics wrapped up in a thin veneer of practicality.
And given that fairy society has no war to speak of, relatively few predators or dangerous wildlife (in most of the island at least) the ability to supplement their food and water supplies through use of magic, no disease or infirmity to speak of, magical protection from the elements, magical abilities that can make the more dangerous jobs in society seem pedestrian (e.g. mining with Earth magic), the ability to fly away from most kinds of danger, essentially free and limitless healing, no elderly or young to drain resources, AND the star fairies watching over them like benevolent demi-gods…
I mean I’m sure I’m missing a few things there but fairy society is basically a utopia. If they are literally on the brink of collapse to the point where having a few dark fairies instead of fire fairies risks the survival of the species as a whole?? Frankly fucking up on that scale requires actual skill and determination. They live such a cushy life that they should have no problem thriving without any magic at all!
It is possible it had SOME sense in past, like when they originally started building the society or just after the wars. However, the fact dark faries didn’t go extinct yet suggest they actually got HARDER on those rules as time passed, while the REASONS for those rules got SMALLER.
Also, seems that star fairies love the status quo too much. They apparently set up the cushy life as priority and seems they got results in that regard, but their REAL priority should be spreading to rest of the planet which they practically gave up on. And, eventually, to rest of universe. They ARE fucking it up and it would get worse if they don’t change course.
Biologically speaking, stagnation is death. Seems Lucky understands that. (Looking forward to some proponents of “sustainable society” to get the message.)
And, that “Stars are not on list” is self-imposed. We have two examples it’s possible. Don’t complain about limit you set yourself.

Not to legitimise Galaxy’s evil, but I could see a need for magic in simple things like farming and irrigation… IF their is something hindering the natural speed of those things.
Ya know, like plants somehow not growing food fast enough without magic, not absorbing water fast enough without blueys figuratively forcing it down their throats… guess I could be literal with “up their roots” although that kinda sounds dirty lol
