No, giant scissors would be useless, as it would be hard to close them, especially with some blood on the joint. The correct tool would be definitely axe. Also, I would assume the weapons Grain were using were daggers, although note that blacksmiths did NOT, historically, create any guild rules for classification of weapons prohibiting creating something which is hard to classify.
Oh. And I think forming own group is forbidden by star fairies. On the other hand, I suspect that despite Lucent’s joke, Hammers are not forbidden from using other weapons.

A: The ones that officially exist, if they are not affiliated to the arch fairies, are regulated by the star fairies or the military, that comet control. Now there are certainly guilds that walk a fine line by pretending to be something else, like a neighborhood watch, or first responders, or “adventurers” etc. And depending on where they are located, the star or arch fairy in the area can turn a blind eye as long as they don’t cause trouble, but they are not offered any support and are at the mercy of any change in the politic climate, such as a change of arch fairy.
Also, giant scissors would endanger any fairies that the team was trying to rescue from being swallowed whole. As would swards, to a lesser extent. Axes too, even less than swords.
Grain doesn’t use a hammer because:
1) She is only an honorary member
2) As a dud she can’t fly withouth aid. So its better to travel in lighter gear. Thats why she the only one in leather armor
