Problem of his logic is that this fairy have a collar capable of giving her a shock and it seems she’s been under surveillance all day.
Wasn’t the whole point of this whole holding of fairies literally to keep them alive even if they were dangerous? As we seen in one of early chapters.
We can even say it was Emperors early order to keep this “food source” alive so is questionable if 298 have authority to order execution.
