Not sure, but narratively speaking in needs to work. We spent too much time on this for Amy just forgetting all of it, and besides, I don’t think Lucky has other ideas.
I don’t know, I think Lucky might just be desperate enough to do something… crazy. Lucky has always had a bit of a “the ends justifies the means” ideology. And, usually, when you have literal time travel, this can be somewhat understood. But, things have changed, and I don’t think Lucky really understands how to act in linear time anymore.
Lucky has been holding back on telling Amy about the Monitor, and Star’s alliance with the Monitor, because she’s afraid that would really freak Amy out. Lucky doesn’t know about the Monitor’s “gift” to Star, but that information wouldn’t be any easier for Amy to hear. And even though Amy having star fairy powers would be extremely advantageous in that situation, Amy herself would run from that situation. Lucky is going to have to tell Amy that they will only have one chance to save fairy kind from the Monitor-Star alliance, no do-overs like she normally has, but she can’t prove they are a clear threat. And convincing Amy to be a hero is going to be a heroic task in itself.
Lucky’s final argument, assuming it’s not some form of enchantment or manipulation (ok, this is all manipulation, but you know what I mean), might just be “this is super-secret, and you can’t act like you know at all, but Star has a dangerous ally and herself is not fully trustworthy.”
I suspect that Lucky came to the conclusion a long time ago that magical mind manipulation is not reliable. Even though that is a Star fairy ability, and she surely did try it a lot early on, trying to impose your will on someone else is going to fall apart. Memory manipulation is easy to do in RL, so it would be easy for the Stars to do reliably, but you can’t erase or change all of the parts of a brain that make up a person’s personality, and the dissonance will nag at a person until they decide to do something different but more in line with what they would normally do.
Besides the bit with personality being hardcoded, there is also the micromanaging part: If you are puppetting someone, you need to spent lot of effort on it. Having agent with at least partially free will you can trust to utilize in general direction advantageous to you means that you can focus on something else. Or relax, which becomes BIG advantage if you plan long-term.

To be fair, I don’t think Lucky would do either of those, I don’t think forcing people is her way.

If the stakes are big enough, the end DOES justify the means. Still, you should at least TRY to not use the biggest hammer first.
